oh The Institute for the Study of War (ISW) this Thursday examined Russia’s “deliberate depopulation campaign” in occupied parts of Ukraine.
According to America’s ‘Think Thank You’, everything points to Moscow also trying to repopulate these areas with Russian citizens.
“Russia can count on importing Russians to fill the depopulated areas of Ukraine, to integrate the occupied territories with Russia in social, administrative, political and economic activities.”write ISW officials in a report released today.
According to experts, this strategy will “complicate the situation” for the eventual reunification of these territories in Ukraine.
at ReportISW further asserts that these depopulation and resettlement campaigns “may constitute deliberate attempts at ethnic cleansing and are in flagrant violation of the Convention on the Prevention and Punishment of the Crime of Genocide”, adopted by the United Nations General Assembly. From the beginning of 1951.

‘Think Thanks’ notes that this idea of ”moral cleansing” was confirmed this week by Ukraine’s Deputy Defense Minister Hanna Malyar, and on Wednesday, Moscow said it was “trying to change the ethnic system”. Poor people and people living in remote areas of Russia will be transferred to Ukrainian territory.
Even during their analysis, the analysts note that recent comments by some Russian officials continue to show “widespread concern about Ukrainian counteroffensive activities.”
“Increasingly pessimistic and panicky rhetoric from prominent defectors suggests that the Russian information space has yet to draw a line on how to address significant and growing concerns about the future,” they concluded.
