Tymoshenko added that Russian forces hit the center of Vinnytsia with submarine-launched Kalibr missiles in the Black Sea.
Initial reports indicated that three missiles hit an office building and hit residential areas and government premises.
A fire caused by the impact of the missiles also spread to the parking lot where there were about 50 cars.
Vynnytsia is a city of about 300,000 people.
Earlier, Ukraine’s president said Russia was committing “terrorist acts” by attacking civilian and non-military points such as Vynnytsia.
